From the Philippine Information Agency -- A provincial government run college started to offer a "Mandarin Language" as elective subject and special course for its students this school year, it was announced last week.
Governor Deogracias Victor "DV" B. Savellano made the pronouncement in simple press interview with the local media in the province.
